RCD held a symposium entitled  "Future Vision and the Obstacles of Implementation" at its headquarters in Najaf, attended by Mr. Binkeen Rikani, Minister of Construction, Housing, Municipalities and Public Works, .

The minister said that the most important reasons for the failure of projects are corruption, theft, mismanagement and the lack of law-abiding for some citizens. He elaborated that most of the reconstruction plans and projects date back to the 1940s and 1950s, and there are wrong designs made by the consulting offices in the universities.

He said that the ministry plans to separate or exclude the services sector from politics, and the weakness of the state and services increased the  demands of citizens.

“the province of Najaf occupies the second or third place in the accumulation of slums because of the lack of distribution of residential land, and we have asked the Council of Ministers to build low-cost houses for the low-income people” he added.

 In his responses to the questions of the attendees, the Minister said that the most difficult challenge facing the Ministry's work is the reconstruction of liberated areas.

 In a step that is the first of its kind, RCD agreed to arrange individual interviews directly with the Minister, and receive their requests and complaints, as he considered a large number of requests written at the headquarters of RCD.
