"The Rule of Law and Governance in Iraq: the Application and Promotion Prospects" is the Title of the 5th Session of RCD Forum 2019
A session entitled "The Rule of Law and Governance in Iraq: the Application and Promotion Prospects" within the panels of RCD Forum 2019-Baghdad which was participated by:
1. Hassan Al-Kaabi, Deputy Chairman of the Iraqi Parliament
2-Juan Fernando Aquilar, member of the European Parliament and former Minister of Justice of Spain
3- Salah Nouri Khalaf, President of the Office of Financial Supervision
4. Dr. Kawa Hassan, Deputy head of the East-West Institute
5. Judge Jassem Al-Amiri, head of the Judicial Supervision System
6. Dr. Bilal Wahab (Moderator)
In an interactive dialogue, on live broadcast through various media channels and followed up by collection of pioneers of politicians, intellectuals and policy makers from different parts of the world, Mr. Hassan Al-Kaabi said that we need to provide some guarantors of legislation to reduce corruption, although there is a large group of acting directors, which is not good for the government performance. Mr. Juan Fernando Aquilar spoke about the presence of Iraq at a late stage in the international classification which means there is a "corruption", which requires a lot of efforts and cooperation to stop it.
Dr. Salah Nouri Khalaf, touched on the subject of the appointment of inspectors general, and said that the reasons for the collapse of the institutional values and rules of managements, while Judge Jassem Al-Amiri said that corruption in Iraq was caused by many reasons, including political, administrative and social. Dr. Kaweh Hassan said "Iraq has a great energy, and in my opinion, we must work to form independent bodies and the parliament should bears its responsibilities".
The topics of this panel is consistent with the serious trends of Iraqi government in correcting the paths of departments, and stop wasting energies by invest it in a constructive field.
