The Leadership of Iraq during the Financial Crisis and the War against ISIS
The role of the President Fouad Masum and the leadership of Iraq during financial crisis and the war against ISIS were the main topic of the 9th session of RCD Forum.
Dr. Fuad Masum, the former President of the Republic, spoke at the session saying that we received the rule of Iraq during the occupation of ISIS and handed it over through a peaceful circulation of power, while the whole Iraq was liberated. At the meeting chaired by the Ambassador, Luqman Al-Faily, spokesman for the Presidency of the Republic of Iraq, the former Iraqi president recommends the three presidencies to work on holding meetings and call on the leaders of political blocs who have a role and a clear presence in the parliament, and listen to the report of Prime Minister to address many problems in Iraq. He also tackled the issue of reconciliation that must be vital and spread throughout the country, especially after the end of the era of ISIS.
He added that the constitution needs amendments because it was written on the urgency and there is a need to involve a group of successful administrators. "We do not have a culture of dialogue, and the problem is that every party has its own opinion and thought, and there is no dialogue only between officials themselves and the necessity to attend meetings by the president of the judicial council as well ” he mentioned.
In response to the question about the sentence of execution, he said that we must take into account the world's perspective about these collective executions, although many of the provisions were signed by the presidency. We also formed a committee of jurists to review the verdicts, and I have the right to suspend the ruling, if it is illegal. Regarding the relationship between Baghdad and Kurdistan region, he said that it has taken the right path and the problems were declined between the two sides.
This session has reflected the experience of ruling for four years, and it is one of RCD Forum2019- Baghdad series goals
