In the presence of Dr. Barham Salih, President of the Republic of Iraq, Mr. Mohammed Al-Halbousi, Speaker of the House of Representatives, Judge Faik Zaidan, President of the Supreme Judicial Council, and a large number of political leaders, ministers, officials and international and regional figures, including Mr. Mohammed Ashteah, the Envoy of President Mahmoud Abbas, and Dr. Ibtisam Al-Ketbi, Presedent of Emirate center for policies, Mr. Hussain Abdullhaian, special assistance of the President of the Iranian Parliament, and Abdul Aziz bin Saqr, head of the Gulf Center of Saudi Arabia, in addition to 22 ambassadors to a diplomatic mission in Iraq, RCD Forum 2019-Baghdad that held from 3-6 February, where its activities started by playing the national anthem, then a minute of silence and a standing ovation for the martyrs of Iraq.

 After that, Mr. Zaid Al-Talaqani, Chairman of RCD, delivered a speech in which he said, "I'm very excited about such a great presence in this forum, as it was impossible to achieve such a thing few years ago but it became a true today”.

 Mr. Al-Talaqani added that Baghdad is no longer the city that suffers from terror and pain, and no longer need the capitals of other countries to hold their conferences and gatherings. The time has come for Baghdad to return to its natural position and based on the firm belief in the value of dialogue in strengthening and promoting the democratic experience.

 Mr. Al-Talaqani expressed his gratitude for the guests, and appreciated the keenness to participate and support from various countries in the world, especially the international strategic research centers and institutions sponsoring RCD Forum 2019-Baghdad
