RCD organized a discussion session titled "The Problem of Poor Government Development Performance" at the headquarters of RCD in Najaf on Saturday Nov 17, 2018, in which Dr. Kamal Al-Basri, Director of the Iraqi Economic Institute, presented an analytical review of government performance at the level of development, in attendance of Rahman Issa, Assistant Secretary-General of the Council of Ministers, Dr. Adel Al-Baghdadi, President of the University of Babylon, and academics, intellectuals and clergy elites.

In his review, Dr. Al-Basri presented a number of problems and mistakes in the development process in Iraq. He focused on offering some solutions that can be used to overcome these problems. He presented examples supported by figures for successful global experiences such as Singapore and Rwanda in developing what he called "Social Capital". Dr. Al-Basri explained that "the development of social capital can only be raised by a three-pronged strategic project adopted by the government, the religious institution and NGOs, whose aim is to promote and respect the rule of law."

At the end of the session, the participants presented a number of views and proposals that were presented to the discussion table, as presented by Dr. Al-Basri. RCD will summarize these proposals and submit them to the relevant authorities in order to achieve its objectives by raising the performance of state institutions and developing their work.
