Senior Undersecretary of the Ministry of the Interior: the Only Constant in the Nation is the Law of Change
Aqeel Al-Khazali said the our nation is one of the "dead civilizations", except for a small level that is called the elite, so that, according to him, we need sequential modernization in all political, economic and scientific fields to live with the advanced nations.
Khazali added that the crisis of identity, citizenship and effectiveness of state institutions is the most prominent of the developing countries, whereas the most serious crisis is the crisis of leaderships. However, its main reasons are misunderstanding, exaggeration and mismanagement in the manner of dealing with these leaders, as well as the bad tendencies and loss of firmness in addition to the gap between them and the public, specifically the educated and specialized classes.
Khazali said that there is a neglect in the aspects of planning, guidance, creativity, development and keeping up with the challenges, and that the leadership performance will bring the government institutions to the problems. Then, he stressed the important role of the leader, describing its role as the father and wise; which reaches the degree of server that looks for small and important needs for the public and improves the management of contradictions, ideas and moods within his institution as well as technical, human and intellectual skills.
Al-Khazali added that Iraq is at a crossroads that could destroy the state and people if there is no intervention to treat it, so that it is necessary to tackle these crises immediately and warn of the emigration of competent persons abroad, and that the leadership could not be succeed only by turning to be institutional.
It is worth mentioning that Dr. Aqeel Al-Khazali has completed a book on the security system entitled "Sustainable Security and Making the Future" that is one of the references that is adopt in many security academic, and another one under the title " The Guidance for Leaders and Administrative Leaders" which is an integrated work guide and framework for comprehensive performance for all what the leaders and directors need.
Mr. Al-Khazali answered many of the participants questions in the symposium, which focused on finding solutions that are consistent with the current situation in Iraq, in order to ensure good management and successful and productive utilization of resources.
