Dr. Aqeel Abbas Nu'man. (Attracting Foreign Universities: Prospects of Foreign Solutions)
Dr. Hasan Latif Al-Zubaidi, Executive Director of RCD, inaugurated the panel by welcoming panelists and said: "I hope this panel discussion could shed light on many aspects of Higher Education in Iraq, which faces a deep crisis due to Covid-19 pandemic, with about 220,000 students kept away from learning and training, which is not seen in this area before".
Dr. Muhsin Al-Dhalmi discussed the "bitter" reality of higher education in Iraq, the negativities found in administration and leadership, laws and legislations, and the insufficient funding for administration and infrastructures. Then, Dr. Abdul Ameer Zahid focused on scientific research and criticized the reality of research centers and the necessity to reform them, indicating that the Ministry of Higher Education and Scientific Research contains (48) research center and (60) research units in the Iraqi universities, and that most of these institutions are not productive, mostly being devices to punish lecturers who are not productive or have problems in their faculties.
On his part, Dr. Kamil Allawi introduced solutions for reforming higher education in Iraq, such as choosing the leaders (the minister and deans of universities and faculties) without political interference, or from those who are related to the daily works of the ministry, other than those from abroad or distant from the environment of higher education in Iraq. Finally, Dr. Ammar Abbas Al-Husseini and Dr. Aqeel Abbas Nu'man tackled, respectively, the reality of higher education and scientific research in Iraq, problems and negativities, private higher education, and the necessity of attracting foreign universities in order to evaluate the performance in this area.
