Al-Rafidain Center for Dialogue RCD held, at Al-Salam Hall at its headquarters in the holy city of Najaf, a panel discussion entitled “Constitutional Amendment as a Prelude to the Comprehensive Reform”, in which Mr. Diaa Al-Shakarchi delivered a lecture in presence of an elite group of politicians and academics. Mr. Diaa Al-Shakarji has provided a full explanation about the project of the amendment of constitution of 2005. He also introduced an initiative entitled “State of Citizenship Constitution for a Secular Democratic State.”

In the panel discussion moderated by Prof. Dr. Abdul-Amir Zahid, Head of Advisory Body of RCD, Mr. Al-Shakarchi pointed out that most failures in the political process have resulted from the bad performance of incompetent politicians, adding that we are seeking to achieve the desired civilian state based on democracy and commitment to its principles. He also said that he is against the extreme secularism that arouses chaos. Therefore, we should work for changing the societal thoughts regarding it.
Furthermore, the researcher said that the constitution of 2005 had been approved by Iraqis in a free popular referendum, and it had been written by an elected group of Iraqi people. Moreover, he added that it had represented the requirements for a certain phase to be exceeded. He also stated that the coming generations should not be bound by the will of one generation, pointing out that the constitution should be in line with the modern state principles through the initiative of the comprehensive amendment, provided that it does not affect religious constants through its details, and increase the momentum of discussions, promoting, and listening to the different opinions to reach a common vision that it could take a long time to be crystalized and applied.
