Al-Rafidain Center for Dialogue organized a panel discussion entitled: "Government Development Underperformance Problem" at its headquarters in the holy city of Najaf on Saturday, November 17, 2018. Where Dr. Kamal Al-Basri, Director of Iraq Institute for Economic Reform, has presented an analytical review of the government performance on developmental level, in the presence of Mr. Abdulrahman Issa, Assistant Secretary of Council of Ministers, and Dr. Adel Al-Baghdadi, Dean of Babylon University, along with an elite group of academics, intellectuals and clerics.

Dr. Al-Basri, in his review, raised a number of issues and mistakes of the development process in Iraq, focusing, in his presentation, on providing some remedies and solutions that can be benefited from in overcoming these issues. He also provided models supported with numbers, based on international successful experiences such as Singapore and Rwanda in developing the so-called (Social Capital). Dr. Al-Basri clarified that “raising the level of social capital development cannot be done without a three-axis strategic project to be adopted by government, religious institutions and Civil Society Organizations CSOs, whose goal should be to raise the level of primacy of law and respect for it.”

In the end of the panel discussion, the attendees expressed a number of opinions and proposals that have been put on the table equally, with what Dr. Al-Basri has provided. RCD will summarize these proposals and provide them to the relevant institutions in a way that achieve the RCD goals in improving the performance of state of institutions and developing their work.
