Al-Rafidain Dialogue of last week started with an analytical view of Iraq decline after the transition from monarchy to republic, while some disagree with the validity of comparison between monarchy and republic, as each of them has different dimensions. Moreover, the results of the Iraqi delegation meeting with International Monetary Fund experts were mentioned, aiming at achieving an agreement that corrects the Iraqi overall fiscal balance and improves its financial administration, emphasizing the stable reserves of the Central Bank for the time being.

 

In addition, a reference was made about urging the International Monetary Fund to amend the Iraqi Integrity Commission Act in alignment with the UN Convention to fight corruption, in addition to amendments in the Central Bank laws. Moreover, the discussions included the phenomenon of criticism by some politicians against the government and corruption, while they are part of those two systems, which caused contempt among people towards the political class and the lack of trust in it. Furthermore, the necessity of giving attention to the rights of martyrs’ relatives and caring for them was highlighted as well. Some pointed out to the deteriorated economic situation in Kurdistan, with the uncertainty of Kurds future after ISIS because of the internal and external problems suffered by them. Some referred to the huge mistake of generalizing the judgment on Mosul displaced people during the last operations. Finally, a reference to the meeting of Mr. Al-Abadi with Al-Jubeir in Washington.

 

 

 

Conclusions:

 

·        - The Iraqi economic situation witnesses a relative stability now but it faces an unknown future.

 

·         The government fails to care for the martyrs’ relatives despite the huge efforts by the committee formed in the Prime Minister’s office this week.

 

·         Developing plans and special alliances everywhere in Iraq separately.

 

 

 

Recommendations:

 

·         Despite the relative financial stability now, plans should be developed to face the unknown future before it faces us.

 

·         Martyrs’ relatives and wounded people should be cared for as a simple payback for the sacrifices they have made and their huge impact on the motivation of warriors in the battlefields.

 

·         To overcome barriers and achieve the success of political project in Iraq, there should be alliances that develop plans to guarantee the future of Kurds, Sunnis, Shiites and the rest of components on parallel to achieve real harmony between all Iraqis.

 

 

 

Definition of Term:

 

Kleptocracy: a term that means the rule by thievery, which is the type of government that accumulates personal wealth and political authority of government officials who are the kleptocrats, and that is on the expense of the community.
