Weekly Dialogue Summery – 3rd Week
In addition, emphasis was placed on the importance of Sunni parties’ alliance with Al-Abadi, instead of establishing alliances with uncertain outcomes. However, some see that the Sunni leaderships are influenced with the regional will, while others think that the negative avoidance was resulted from a decade of political exclusion inflicted upon them. Moreover, the Shiite leaderships are influenced with the Iranian will as well, however, still there is a difference between the forms and composition of the leaderships between the two components. In addition to overthrowing the civilian state’s administration due to sectarian entrenchments of Islamic political parties, especially that the variables of the current situation do not allow autocracy, therefore, everybody should respect and accept the other positively, and the change should be in the intellectual essence, rather than merely in names. In conclusion, the advancement of the performance of Iraqi Ministry of Oil during the few last months was commended.
Conclusions
· The lack of consensus of political decision hinders building strategic relations with the world’s states that serve the Iraqi interest.
· The Iraqi policy is still influenced by the different regional wills, and the change process remains formal and does not move the intellectual essence of Iraqi political parties.
· The development of Iraqi Ministry of Oil on the operational and productive levels, and the settlement of the financial and organizational problems.
Recommendations
· To unify the Iraqi decision, at least in term of drawing the map of foreign policies that serve the Iraqi strategic interests internationally and regionally.
· To separate the Iraqi decision from the regional influences, which was referred to by Prime Minister Al-Abadi in his recent article in the Washington Post.
· To benefit from the experience of Ministry of Oil and try to generalize it on the rest of ministries, according to the nature of each ministry’s work.
Definition of Term:
Stratocracy: a form of government headed by military chiefs, and it is different from the militant dictatorships and militant council, as it does not impose political or militant authority, and it is a form of martial law.
