In every Ramadan, we have a tragedy, so when will we take a precaution against it? This is accompanied with a significant weakness in the performance of the forensic services, as the bombing traces are erased immediately without being analyzed. Also, there is a question about whether the Iraqi society is tribal or just includes tribes? Because there is a huge difference between the two, and the tribal strength is inversely proportional to the strength of the state, the more the law weakens the more the power of tribe increases and vice versa. In addition, there was a discussion about the inability of the returning Iraqi competences to serve the society due to their clash with a deteriorating system characterized by power and generality.

 

Furthermore, the future of Iraqi-Saudi relations after the last Riyadh summit was looked into. Within the same context, some see that the nature of shaping the regime and its philosophy, which sectarianized the state, does not allow Iraq to have a neutral attitude regionally and internationally. Discussions were also made about the role of media in the failure of the Iraqi reicipent, in addition to determining the deference between the political parties’ duty towards fighting corruption and the state’s duty. Lastly, the Prime Minister Haider Al-Abadi declares from the land of Mosul that the victory will be declared by the vigor of the brave heroes of Iraq.

 

Conclusions:

 

·         Tribalism is a reality and it must be recognized with its pros and cons represented in some embezzlement and fraud covered under the tribal legitimacy.

 

·         Iraqi competencies, returning from abroad, face a group of deteriorating systems that force them to either coexist with them or travel abroad again.

 

·         The state’s duty of fighting corruption is among the administrative tasks to be implemented as it is the first legitimate protector of the state’s money and natural wealth, and the protector of citizens from all different threats.

 

Recommendations:

 

·         Societies change gradually rather than radically, therefore, the negative cases of tribalism in Iraqi society must be tackled in a thoughtful and planned way on the long term.

 

·         The Iraqi returning competencies and brains must be given the opportunity and must be enabled to achieve a state of a positive change and development in the Iraqi reality.

 

·         Oversight bodies should be established, with clear and effective mechanisms to fight corruption and activate the oversight role of the state.

Radicalism: is the rigid and radical way of changing the political reality radically or talking according to it. Grand Larousse dictionary describes it as “every rigid doctrine towards the political belief issue”.
