The dialogue started with an emphasis that the diplomatic power is mightier than the force of arms, and this diplomacy needs several factors that Iraq does not have now. Discussion was also made about the state’s prestige and the importance to preserve and support the legitimacy and reject all that is out of the state’s framework and refuse to recognize it.

An analysis was made of some politicians’ statements regarding Kurdistan referendum for being the start of the real rift of trust among the strategic partners. Some see that the Kurds are very sensitive, as they perceive the warnings addressed to them as threats, and they should not forget that they have signed on the Iraqi constitution act stipulating a federal Iraq that consists of regions and provinces, and they have to evaluate themselves before going into the referendum tunnel. Lastly, a case of duplication was diagnosed within the political class, represented in the discourse that looks down on authority, while in reality hanging on to power and striving for it.

 

Conclusions:

 

·         The use of violence and sectarian incitement aiming for some gains would lead to more blood and destruction, and it would be open a wide door to more foreign interventions in Iraqi affairs, and all Iraqi parties would lose.

 

·         The heinous quota of distributing positions, authorities and privileges among the ruling political parties starts from the highest position in the state and ends with the lowest job position and the tiniest detail in the state’s administration.

 

·         There is a disagreement about several current and future issues regarding the independence of Kurdistan Region, including the water issue and other commonalities, in addition to the position of Iraq’s neighboring states towards the Region.

 

·         Post-ISIS Mosul suffers from a number of technical problems such as mine and bomb clearance, which takes a long time, in addition to many problems whose solutions take long period of time.

 

·         Iraq will not succeed in attracting competent investors due to a problem in the bureaucratic system surrounding the investment process, and the information inherited from the socialist thought that only looks for profits and does not understand the equation of supply and demand or the economic feasibility.

 

Recommendations:

 

·         Those who rule Iraq must work in accordance with the principle that all citizens of different national, religious and doctrinal components have equal rights and duties, as the strict application of this principle will solve many problems and restore the lost trust in the government.

 

·         It is essential to fight the financial and administrative corruption, and eliminate the sectarian, partisan and factional quota, and adopt the principle of competency and integrity while assuming governmental positions, which is an absolute national necessity to higher government performance.

 

·         All contentious issues must be put within a real dialogue framework based on the commonalities between the Center and Region. In this regard, RCD announces again its readiness to offer a neutral environment for a rational and fair dialogue for all parties on one round table.

 

·         To invite states to help Iraq through harnessing their advanced experiences to get rid of the remnants of the war in Mosul in order to speed up the clearance process of the bombs left by ISIS and reduce the damage that can result from this.

 

·         The government must select the economic strategic plans and the competent leaderships that will implement those plans in order to achieve the program of reform and change of the advancing economy.
