Parties building or state building? A question raised by RCD’s administration within the weekly dialogue theme, to which there were varying answers. Some defined the importance of the State as the ultimate objective, while parties building is a tool to achieve the effective national program. Others see that parties were established to build themselves, which weakened the state so much. Others think that the last period had neither building of a state nor building of strong and credible parties, but rather building of individuals within those powers on the expense of the homeland and the parties to which they belong.

 

Also, an emphasis was placed on respecting the oversight role of the parliament, whose motivator must be the public interest. In addition, there were some obligations to the amendment of the law of municipalities’ councils despite its amendment for the second time, and a reference was made to the fall of the ideal discourse of the Islamic political parties, which is the key that opens up the audience’s brains to the realism in politics, economy and sociology. Moreover, discussion was made on the importance of the announcement of the Prime Minister Dr. Haider Al-Abadi about launching the nomination to apply for the senior positions and the independent bodies, and His Honor’s role in keeping the position of Prime Minister away from sectarianism and partisanship and making it perfectly national.

 

Conclusions:

 

·         The national affiliation is the best choice; however, the problem is that the Iraqis have not agreed yet upon a definition for a national identity that includes all the components of Iraqi people.

 

·         The religious, doctrinal, national and partisan dimensions still governs the political process in Iraq, despite the big failure surrounding it.

 

·         The absence of a general concept of state building, in addition to an essential problem represented in the immaturity of the society in terms of the electoral experience and the immaturity of the parties in terms of the political work that achieves the state building.

 

·         Many of the religious discourses that provoke sectarianism are produced by Sunnis and Shiites in Iraq, which affected the whole Iraqi environment in all its various systems.

 

·         Iraq is going through a dramatic stage that tends to randomness and overlapping in the work of the two state’s authorities, the legislative and the executive.

 

 

 

 

 

Recommendations:

 

·         The decision makers, clerics, academics and specialists must cooperate with each other to define the Iraqi national comprehensive identity that brings all Iraqis together on the national pinnacle that is higher than any other name or title.

 

·         The political position must be shortened among the right and leftist parties, and the political approach must stay away from the religious and national aspects to eliminate sectarianism, partisanship and partisan quota.

 

·         To enrich the intellectual and cultural maturity of democracy in order to understand the concept of the political system, whether it is consensual or with a political majority, in order to diagnose the mistakes, tackle them and avoid committing them again.

 

·         To direct the religious discourse towards unifying the Iraqi people in accordance with the honorable positions of senior religious leaders.

 

·         The constitution must be respected and held onto, and the work and tasks of state’s administration must be divided according to competences, in addition to solving the overlapping and breaches among its different authorities.
