Within the dialogue of the last week, some inquired about the Kurdish media campaign; is it meant for promoting the referendum or offending Iraq? Especially that it is expanding in its range and becoming more cruel in its vocabulary with the approach of the referendum. While some demanded the President of the Republic and all the politicians to describe their position on Kurdistan referendum, others emphasized the necessity to maintain friendly and constitutional relation with the Region. Also, there was a discussion about the term of office of the Prime Minister Dr. Haider Al-Abadi, stressing that he succeeded in managing the military file, the defeat of ISIS, making a good use of the international support to Iraq, and harmonizing between the Iraqi bodies who fought ISIS.

 

In addition, a reference was made to the complex relation among the intelligence services, the various media, the performing arts and the literary arts, and the media being a perfect tool for changing the convections of the audience, whether it is intentionally directed according to a deliberate map. Lastly, the ideological change is difficult to achieve in the political field, due to the affiliations of the Iraqi politicians and their emergence in parties that embrace adopted thoughts influenced by a specific idiology, while others see that the convections and beliefs are “liquid”, changing according to the nature of the environment and the transformation that happens in the individual’s life, intellectually and financially.

 

Conclusions:

 

·         Investment is still constrained with obstructive laws and financial and administrative corruption of senior officials, therefore, the role of investment remains limited.

 

·         Dr. Abadi’s moderation and his ability to solve the crises and harmonize the relation between Iraq, Iran and the Gulf states, in addition to strengthening the relation with the USA and the Western states. Also, during his reign, the sectarian discourse receded and the Arab worried look towards Iraq was eliminated.

 

·         Most of the ministries and government sectors are farmlands that belong to the political parties, dedicated for theft, political and administrative corruption and for buying loyalties, and the local government is not different from the ministries in this regard.

 

·         Using the political contest as a tool to target the achievements throughout the subsequent governments in Iraq, and surpassing the national, professional and ethical values.

 

·         There is uncertainty and blurriness in the concept of the national identity that was not built after 2003, while some might imagine that the national identity conflicts with the subsidiary identities of the Iraqi components.

 

Recommendations:

 

·         Investment is the main motivator to advance the economy, therefore, great facilities must be given to investors in accordance with the laws correspond to the nature of the Iraqi economy, while keeping the investment file away from the political speculation and the administrative and financial corruption.

 

·         The experience of the government of Mr. Prime Minister Haider Al-Abadi must be benefited from, defining its strengths in order to consolidate them in the future after defining its weaknesses in order to avoid them, especially regarding Iraq’s relation with its regional surrounding.

 

·         Among the urgent needs after ISIS is fighting corruption and eliminating it, and the independence of the executive bodies, including the ministries and the local administrations, through staying away of the political quota and by choosing individuals based on their competences, honesty and scientific discipline.

 

·         To avoid the political contest that focuses on the projection and targets the achievements of some political bodies. Also, the contest must be under the roof of nationalism and must aim at boosting the positives and correcting the negatives in the political process.

 

·         In order to build the uniting national identity, we must find an effective regulator called the state, and encourage the national identity and trans-specificity humanism over the identity of the components that only defend their tribalism.
