We start the summery of this week with an emphasis by the interlocutors that the referendum is an ideal opportunity for the government to correct the political process, build the state and apply the laws on everyone, while others undermined the importance of the referendum for being unrecognized and illegal. Simultaneously, some are surprised by the change of positions among the politicians, as most of the political leaders have signed on the Kurds’ demands in the past while denied them today. Others think that the best solution is to give the Kurds a state within the boundaries of 2003, and leave them to interact with the neighboring states, as their desire is not different from the demands for the Regions of Middle Euphrates and Basra, and another region that includes Iraq’s Sunnis.

 

Some went further by saying that a strong external hand wants to rearrange the region and there is no better way than the Kurds issue as a tool to achieve this after the fall of ISIS and its failure. Also, the discussion included the quick response of the Kurds’ politicians to the invitation of the Grand Ayatollah Al-Sistani to solve the crisis, considering it as an initiative to preserve the social peace and security, and their readiness to the dialogue as per the invitation. Some pointed out that the Grand Ayatollah called for applying the constitution and referring to the federal government, without mentioning about the dialogue in its discourse. Others expressed their opinions saying that “the theory of parliamentary representation of people is a rude lie” since the law of the elections, in many cases, allows the nomination of the candidates who got less than a hundred votes. Lastly, we talk about Mr. Prime Minister Dr. Haider Al-Abadi who holds on to the preservation of the unity of Iraq and the continued victories against terrorists, and considers the Iraqi citizen as the most important element.

 

Conclusions:

 

·         Until now, the war against ISIS have not finished yet in general, and the extremist terrorist groups still strive to use the instability and the political dispute that the Iraq is going through.

 

·         The cooperation of Kurdistan Region with the Center regarding the extradition of wanted persons is done selectively, and many wanted persons have taken shelter in the Region and have gotten away with it due to this.

 

·         As the federal government, the Iraqi Parliament, the neighboring states and the world’s states did not recognize the referendum and its results, there is no need to focus on it as it has no value except inside the Region.

 

·         Some people are calling for war with Kurdistan, which is a renewal of the bad and dark history of hostilities among Iraqis.

 

·         There is reduction of the political reality among influencers with state regional backgrounds that dominate the Iraqi political process.

 

Recommendations:

 

·         The political partners must emphasize their partnership, put aside their disagreements, unite and focus on defeating terrorism in all its forms, purify the Iraqi land from terrorism, preserve the national sovereignty of the country and make all these as a priority that must be achieved.

 

·         Extradition is an advantage that must not be compromised or negotiated about, and Kurdistan Region must cooperate with Baghdad by extraditing all the persons wanted by the judicial authority for being related to the rights of the Iraqi people.

 

·         The dialogue between the Center and Region must not focus on the referendum, but on the outstanding issues for years. Also, the dialogue will not be useful or successful without a real review of all the constitutional clauses and a solution to its outstanding points in general.

 

·         The best solution lies in dialogue, and nobody has another option other than the constitution and law. Moreover, the national fraternity unites all Iraqi components, and there must be no chance of a war among those brothers.

 

·         Iraq’s politicians must work on building a solid political system that respects the law, builds the state’s institutions to buffer the political work in Iraq, prevents any external intervention and prevents its reduction to specific persons.
