Weekly Dialogue Summery – 36th Week
During the weekly dialogue, some proposed ideas and visions about the inflation of the government employees and the huge decline of their productivity, pointing out to the International Bank’s demand of the retirement of 50,000 employees on a yearly basis. Within the same context, some coined a new term, which is (the disguised retirement), symbolizing that the largest proportion of the state employees are currently retired, due to the decline of their real productivity, given that they are getting their salaries fully, in addition to many negative phenomena in this regard, including job inaction and employee turnover. Lastly, a discussion was made about the American rejection of the proposed Iraqi personal law, which some see that it stipulates the underage marriage.
Conclusions:
· The Popular Mobilization is one of the government militant institutions that has a significant role in protecting the Iraqi people, as well as protecting the sovereignty of the State, and whoever stands against it is as a result standing against the Iraqi people and the Iraqi government.
· There is an increasing nationalist tendency or nationalist criticism in the Iraqi society, which coincided with the expansion of the dispute circle between the Center and Kurdistan Region.
· There is a disguised unemployment in the state offices, due to the huge inflation in the number of unproductive employees, which financially burdened the state, without a notable corresponding productive revenue.
· There is a great destruction in the infrastructures in general in the city of Mosul, amounting to near complete destruction in the right side.
· There are signs of promotional activities by some candidates to collect votes in the upcoming elections, before being allowed to do this by the Independent High Electoral Commission.
Recommendations:
· The Iraqi government must reflect a picture that building good relations with Iraq by states is incompatible with the negative positions of these states towards the Popular Mobilization, as the latter is one of the Iraqi government institutions.
· The Arab Iraqi must put himself in the shoes of the Kurdish Iraqi, and so must the Kurdish Iraqi do with the Arab Iraqi to sympathize with the societal and national partner, know their needs and fears, and build a fair relation with everyone.
· It is necessary for the government to develop a new strategic structure that governs the work of its employees, include work mechanisms to achieve the best use of them, link the employee’s salary with its productivity, and retire the inactive employees.
· We can say that the right side of Mosul needs to use advanced reconstruction technologies that Iraq does not have now. Also, there must be an emphasis on the importance of keeping the corruption and corrupted people away from the process of reconstructing Mosul.
· The sacrifices and victories of Iraqi people must be the motivator of the candidates to stay away from the sectarian quota, and their first goal must be serving the Iraqi people and correcting the political process.
