Personification is one of the biggest problems in Iraq: the upcoming elections is the main concern of all Iraqi politicians, overlooking the situation in Kurdistan Region that needs a reasonable treatment by the two sides, namely the Center and the Region. Also, most of the internal and external attention is still on who will be the Iraqi Prime Minister for the next electoral cycle, which produces a personification of the issues in the Iraqi scene without finding solutions for them.

 

Some participants pointed out to the last government procedures towards the border entry points and airports in the region saying that they are in the interest of the political capital of the Kurdish theory that says there is no point for Kurds to expect anything from Baghdad. Also, these procedures embarrassed many of those who expected that returning to Baghdad is enough to channel the problems into the course of solution.

 

Conclusions:

 

·         There is a near-general realization driving the behaviors of the Iraqi society on the basis that the parliamentarian is above the parliament, the cleric is above the religion, the statesman is above the state, the judge is above the judiciary and the gunslinger is above the law.

 

·         The political fragmentation led to the disappearance of the general commonalities among Iraqi people, which led to bad results including the strength of the subsidiary cultures and talking in the language of components frankly.

 

·         Managing the Iraqi economy for decades according to a socialist mentality that is far away from the investment and doubling the funds, due to the dependence on the easy resource of money, which is the oil.

 

·         The absence or weakness of the organized societal forces that go on parallel with the government as a corrective spouse aiming at consolidating the role of society in the state administration and achieving its legal demands.

 

·         Merely technocrat leaderships who are independent and hold certificates cannot establish the expertise, competency and the state’s independence.

 

Recommendations:

 

·         To activate the elite role in correcting the collective realization trajectories of Iraqi society aiming at creating a conceptual basis that sanctifies the laws and does not sanctifies people.

 

·         One of the national duties of all political and academic elites is to work for building commonalities to be the key supporter of the societal unity as a powerful source for all Iraqi people.

 

·         To exploit the oil which provides enough revenues to invest the rest of the disrupted economic resources such as agriculture and industry in Iraq.

 

·         To activate the societal role in the state administration through organizing it in a way that achieves impartiality and nationalism, which is the basis of the social effectiveness in redressing the government performance.

 

·         To build the technocrat institution that is expert and knowledgeable about its work affairs, designing strategies that enable it to implement its tasks perfectly using technocrat human tools.
