In addition, some emphasize that the Iraqi elections are a conflict between Iran and the USA. For instance, the major Iraqi political blocs are classified according to their affiliation between those two states. Others pointed out to how far the new leaders are interested in raising the awareness of the societal base in the upcoming days, or if it will conflict with their partisan and personal interests. Lastly, it becomes necessary in the Iraqi politics to detect the societal phenomenon and its shifts.
Conclusions:
· The silence followed the closing of the voting booths and the rejection of publishing initial numbers of their results express everybody’s fear to expose the confidential information of people for improper reasons.
· The electoral system consolidates the authority of a limited number of major parties, creating a big disconnection between the political powers and the audience, the waste of votes and disinvesting them.
· There are many voices doubting that the participation rate in the last Iraqi elections does not exceed 20 percent in the entire country.
· There is an important shift even in the frame of boycotting the elections; however, the most important question lies in the societal nature of the change makers, which contributes largely in the resentment of the residents of the countryside and suburbs.
· All the wining blocs in the elections announce their desire to form a government different from the previous ones; however, there is no compatibility between this and what is happening on the ground.
Recommendations:
· It is the duty of the Indepenedent High Electoral Commission towards the people to justify the reason of the delay in announcing the elections results, as the elections were carried out using electronic systems.
· It is necessary to amend the law of elections and adapt it to fit the Iraqi demography, in a way that respects the vote in terms of the perfect exploitation.
· The bodies that doubt the participation rate in the elections must clarify the reason of their position, and the commission of elections must provide an evidence to the validity of the announced percentage.
· The societal base must be fruitful in producing intellectual and national personalities, and the change must not be an expression of the expansion of the tribal system in the political sphere.
· For the political blocs to prove their intention of forming a government different from the previous ones, they must stay away from the mechanisms adopted previously in forming the previous governments, including the government of the national participation and the quota.
