Despite the objections on the performance of the Independent High Electoral Commission and the last elections law, and regardless of the nature of evaluating each of them, they are in force according to the legislations whose formulation and approval were contributed to by the executive and legislative authorities. Despite the increasing voices pointing out to the informational breaches, this will lead nowhere; rather legal contexts must be followed so that the commission can submit the results to the federal government to be approved.

It is also important for the integrity commission to do its duty, along with the rest of the relevant institutions, verifying the complaints; however, it is necessary first to give attention to the national timings and priorities, stay within the frame of the laws in force, and avoid going beyond them through working with procedures without a legal bond, as this will lead to a chaos that makes everybody above the law.

 

Conclusions:

 

·         Many various breaches and violations in the last Iraqi elections can comprehensively threaten the legitimacy of the electoral process.

 

·         The outgoing Iraqi parliament is trying, before it closes its doors, to achieve a change in the results of the elections, and it is the same parliament that unanimously chose the current elections commission.

 

·         It is necessary to deal with more transparency with complains and appeals, especially the accusations of manipulating the devices of quick counting and sorting, and the transmission devices in some provinces.

 

·         The success of the attempts seeking to cancel a part of the elections results will not change the reality of the last elections – that have been beset by appeals and big doubts that cannot be tackled – rather it will accompany the fragile political situation in Iraq and influence it, in addition to feeding its hostility against it.

 

·         The proposed solutions to tackle the threats imposed by the contested electoral process are hardly dead-ended, and perhaps it needs more time to treat the problems of the entire electoral machine.

 

Recommendations:

 

·         The investigation must be done with high transparency regarding the breaches rumored about the elections, and the bodies conducting the investigation must work professionally, as the issue threatens the future of the government that will govern Iraq.

 

·         There must be a constitutional or legal text that regulates the situation of the country between the announced elections results and the parliament session that is almost over. Therefore, it is necessary to work according to this law.

 

·         The reality requires seeking the help of neutral and specialized international organizations, to help Iraq in tackling the complaints provided against the elections commission regarding the elections of May 2018.

 

·         The politicians must provide a behavioral evidence to restore the trust to the citizen in the political process, taking into consideration that the last elections gaps will stay for several years.

 

·         The current situation needs self-control and wisdom, as the Iraqi people are frustrated, and the state’s bodies are fragmented. Therefore, it is necessary to act patriotically, leaving behind the rest of names that caused what we are in right now.
