Weekly Dialogue Summery – 74th Week
We can say that the electricity sector is an important part of the service system provided by the State to the citizen, which really needs development due to the increasing need of the citizen to this service. Despite opening many stations for producing the electric energy, this increase does not cover the actual need resulted from the hugely increasing consumption. Therefore, many specialists see the necessity to develop a statistical plan that calculates the size of the development required for the electricity sector, in a way that commensurate with the increase in the future consumption.
Conclusions:
· The investor, whether the local or the foreign, faces the obstacle of routine, which becomes a powerful tool that helps the corrupted persons to blackmail the investors.
· One of the reasons behind the failure of the development process and the inability to provide better services is the lack of seriousness in following up the projects within all the stages of its fulfilment.
· There is a political interference in many investment activities, which expose the development process to the threat of the partisan quota and the political tensions.
· The economy nerve in all the developed countries is the private sector, which is supported by the governments during the economic crises.
· The energy sector in general and the electricity in particular, needs radical solutions, and there is a real need for experienced investment hands.
Recommendations:
· The investors are encouraged by providing them with guarantees confirming the smoothness of the procedures of their investment works, while preserving the full rights of the state.
· There is no problem for the high authority to take over the supervision of investment, as it is important in building country, and develop fulfilling plans through which the latecomers are held accountable.
· The government must work to keep the investment file away from politics, and provide all the logistic requirements to make the development process successful.
· The Iraqi government must make the best use of the international participation in the development conference to be held in Kuwait, achieving a significant development in the Iraqi private sector.
· The most important solution for the electricity problems is to replace the old transmission network, whose maintenance costs the country a lot.
