Iraq is a sovereign country, and it is fully committed to the international laws. In addition, it is a member in the United Nations. Therefore, it functions according to the international consensus in dealing with the international issues, and its position towards the sanctions imposed on Iran does not get out of the circle of the international consensus in principle, represented in putting the interests of the citizens of each of these states first when taking a position. Some analyzed the Iraqi government’s position saying that it does not mean the hostility with Iran; it is rather included within the same principle above.

 

Others pointed out to the necessity for Iraq to keep a balanced relation with Iran who backed it up in its war against the terrorism of ISIS during the last few years, and absorb the huge effect of its proximity with Iran that extends to more than 1400 km. In addition, some emphasized the necessity for Iraq to avoid being a tool in the hand of the USA to hit its neighbors or any other state.

 

Conclusions:

 

·         Iraq occupies a distinguished geopolitical position, making it a defining element between many regional states, in addition to its effective economic position in the region.

 

·         Some states seek to throw their problems on Iraq or engage it into their problems with other states, or making it an arena of conflict bringing together all the conflicting factions.

 

·         One of the most important principles of good neighborhood among the states is the observance of the rights of nations, especially in the critical issues, that threaten the poorer classed in the societies.

 

·         There is a historical relation with social, geographic and economic dimensions between Iraq and Iran, which cannot be neglected under any circumstances.

 

·         It is a fundamental duty of the government to preserve the interests of its citizens and make it above everything, and to prevent whoever tries to touch it.

 

Recommendations:

 

·         Iraqi government must work according to the established principle, which is to avoid making Iraq a mean to fight any country, especially Iraq’s surrounding states.

 

·         One of the fundamentals of any country’s stability is to prevent the other states to export their problems to it. According to this, the government must prevent the states from throwing their problems on Iraq.

 

·         It is important for the government decisions to be fair and to take into consideration the interest of the Iraqi people first.

 

·         The Iraqi government must respect the historical relation between Iraq and Iran, and preserve it in a way that does not encroach upon the interest of Iraqi people.

 

·         The Iraqi government must be clear and conclusive with the states in putting the interest of the Iraqi people first in all positions.
