The Authority is always the safety valve and the pacification component in the Iraqi scene, as it always draw the solution steps of the crises. The current situation is moving in directions that exceed the State and its institutions, and it is going out of the constitutional frames, which normally results in more chaos and deterioration. In addition, there will be no solution to the current crisis, whether on political, economic or service level, especially under the regional and international tense conditions that carry many effects on Iraq.

 

The Authority emphasized on several important points, including the necessity to respect all the demonstrations and all means of expressions, among which is the social media, and avoid harassing them. It also stressed the necessity to speed up the process of counting, sorting and approving the results of the elections, and that the federal government should approve them to end up with a successful government, away from the sectarianism and quota, able to overcome all the previous mistakes in manage the state and elections issue.

 

Conclusions:

 

·         Most of the plans and programs provided by the government in fighting corruption do not have a specific timeframe, and its performance and the achievement rates it promised to achieve cannot be measured.

 

·         RCD diagnoses again several problems suffered by the country, including the increasing unemployment rate in the Iraqi scene and the deterioration of the services provided to the citizen.

 

·         The solutions of the problems are available, financially and technically; however, they lack the will, knowing that Iraq have enough of raw materials and human energies.

 

·         It is possible for the current stage to produce, in all its problems, competent persons, able to correct the mistakes and transmit the country into a better situation.

 

·         There are problems in managing the funds of the Iraqi State, such as scheduling their spending and the possibility to exploit them to achieve revenues that benefit the citizen.

 

Recommendations:

 

·         It is necessary to develop a program with numbers and dates about the scientific achievements, allowing to seriously fighting the waste and corruption in the State’s institutions.

 

·         The government must work seriously to limit the unemployment, improve the services, develop the health and education facilities, and solve its problems fundamentally rather than patching.

 

·         The basis of solving the problems of the country is to abandon the quota and work to activate the human potentials and benefit from the natural resources of the country in the best way possible.

 

·         The pessimistic thought does not achieve any advancement in anyway, and all Iraqis must believe in the competent components that must take their roles in managing the country.

 

·         The funds must not be spent during the government activities in a random way, or on merely consuming projects that do not have any effect on the economic cycle of the citizen.
