There are several facts unrecognized by the Iraqi society, as the calls and logos are still raised without being reflected on the society to change it towards the best. The society must realize, in all its classes, the real reasons of failure in most of the fields and sectors, such as education, industry, agriculture and health services. Also, disrespecting the law is a kind of lack of progress, since the law is a mean to organize the life of societies and drive them forward.

 

In addition to the above, the main criterion of the decline is represented in the corruption rate in the process of State’s administration and its institutions, knowing that Iraq falls behind according to this criterion. Moreover, an emphasis was put on the necessity to recognize the reality of the problems in the country on the social level, and that the second step lies in searching for a way to promote the culture of integrity to shift towards building the social and national values.

 

Conclusions:

 

·         There are many breaches reflecting the impression among citizens of non-application of law or its supremacy on all the citizens equally.

 

·         The integrity level in the State’s institutions in their dealings is an evaluating tool that reflects the level of progress of that state, in addition to the level of transparency functioning within the frame of the government.

 

·         There is an absence of the concept of the sustainable development in the State’s sectors, including the industrial, agricultural and services sector that the state must ensure providing them to the citizen.

 

·         RCD always diagnose the scourge of corruption destroying everything. Here, we find that the corruption involved in managing the issues meant to distort the concepts and facts on the ground.

 

·         There is no doubt of the continuous change in the general concepts and values of the society; however, this is happening in Iraq in abnormal way, due to the exceptional conditions that the country has been going through.

 

Recommendations:

 

·         There must be a social contract establishing for the rule of law, which protects all people and holds them accountable equally.

 

·         The government must work in an environment of transparency and clarity, so that the citizen is continuously informed about its activities, which is a corrective mean helping the state by being adopted by the civil society organizations.

 

·         The concept of sustainable development is one of the main principles in the government administration in its different sectors, most important of which is the service aspect. The government must work within this principle to improve the service reality in the present time without side effects in the future.

 

·         Corruption needs a revolution with the participation of everybody equally, not to mention the entire society’ participation in this.

 

·         It is important for the research centers, intellectual institutions and academic bodies, as institutions and researchers, to study the nature of values catalyst in the Iraqi society, and try to diagnose the deviations and their reasons, developing solutions and remedies for that.
