Weekly Dialogue Summery – 86th Week
Some focused on the importance and essence of the two important issues in the government; namely, the Ministry of Culture issue and the Ministry of Higher Education issue. Some describe them as “underdogs” ministries, and that they are not among the aspirations of the political parties and blocs, but they are taken within the quota in a compulsory way, without the attention of those parties. For instance, the Ministry of Higher Education was assigned to ministers wishing for bigger positions and ministries, according to their priorities.
Conclusions:
· The accumulations produced during the events of the last years have left negative effects in the Iraqi society, which may bring it to a dangerous situation.
· There is a huge lack of confidence between the people and the Iraqi government, due to the unfulfilled promises of the politicians, including fighting corruption and fulfilling the people’s demands.
· Reopening cases that happened in the past and investigating them in the present time doubles the gap between the State and the society, with a question about the reason of reopening cases that happened before years, which were not announced at the time.
· The priorities of the political parties’ based on the importance of the ministries are reflected on the work of the ministries of the Iraqi governments, since the importance level differs in some of the ministries based on those priorities.
· The new government administration of some ministerial portfolios by proxy is a temporary solution, which is a negative indicator of the beginning of the government work.
Recommendations:
· It is the duty of the researchers in the social field and the relevant civil society organizations to help the State, and to be its companion in tackling the social problems.
· The current government must prove its good will by staying away from all political parties, and to provide a development program whose achievement is measured within a specific timeframe.
· One of the people’s rights towards the government is to get answers and clarifications for the reasons of reopening the corruption cases or the breaches that happened before years.
· The importance of the ministry must not be measured based on the budget allocated to it, but on its outputs and its effective role in providing the different services to the country and the citizen.
· Within the process of managing the impression, the Prime Minister must introduce his government integrally, as an evidence that reflects a positive picture among people.
