Weekly Dialogue Summery – 87th Week
On the government executive level, we find that the statements of the ministries and government’s offices were divided into several divisions. For instance, we see that some ministries started to issue statements that claim not to be responsible for what happened, while others accuse the other ministries of underperformance and of causing this crisis. However, the majority of the government and political bodies demanded to open a broad investigation that combines all the merits and the bodies caused the death of fish.
Conclusions:
· The death of huge quantity of fish is estimated at tones, which indicates a significant threat resulted from the weakness of the government’s oversight on all levels.
· The repetition of the crises became inseparable in the Iraqi environment that is diverse, conclusive and unpredictable sometimes.
· There is somehow a lack of communication among the ministries, in terms of the missions related to each ministry and the common issues, which bring together two ministries or more to work on solving those issues.
· There is a responsibility on the citizen and the organizations specialized in preserving the national wealth, especially those related to the environmental aspect.
· There is no proactive plans to avoid the potential crises, and the government does not adopt scenarios to predict the crises and adopt ways to deal with them.
Recommendations:
· The relevant government bodies must investigate the reasons behind the death of the fish, and this must be done with the participation of the relevant international organizations.
· The research centers, studies institutes and universities must support the government’s offices with researches and studies that diagnose the reasons of the continuously repeated crises in the country.
· The government must develop work policies combining its ministries under one portfolio, especially the ministries of relative activities.
· The citizen is supposed to be the first preserver of the environment, whether through the individual behaviors or the cooperative assemblies and the civil society organizations.
· It is one of the fundamentals of the governmental work to develop scenarios in preparation for the various crises, and estimate the level of probability of each crisis in order to be ready for it based on that level.
