Dr. Al-Asadi added that, in principle, we need such laws that keep pace with the developments that happen in the society; especially crimes that happen electronically in all its shapes; however, these laws should be formulated in a way that gives it sobriety, power and clarity, which can be achieved through people with experience and specific competence.
Al-Asadi pointed out to the need of clarifying the terminology contained in the texts of draft law, to leave no room for personal judgment, in addition to the fact that the law needs to be reviewed on the procedural aspect, instead of only focusing on the substantive aspect.
The session has been attended by a group of professors, legislators and politicians, and has been watched on view screen on Zoom platform by a number of other specialists and people interested in this field. During the session, some of statements focused on the necessity to enact this law and govern it with regulations that guarantee non-arbitrariness in its application, while others disagreed that, as it is unnecessary to adopt such a law now, because the proliferation of laws leads to a legislative chaos.
