Al-Rafidain Center for Dialogue RCD issued the 14 study entitled “Decentralization and Obstacles of Local Development in Iraq” authored by Dr. Daham Mohammed Al-Azzawi, a Professor and Political Advisor in Ministry of Planning, as part of a series of studies that RCD adopts to prepare, print and distribute them.

The study examined the limits of decentralization as so common concept and an application on the ground, and made a comparison between the decentralization and federation and the similarity between them. In addition, it dealt with the relation between this concept and the democracy, and then moved to its presence in the laws and Iraqi constitution after 2003 and the political and legal argument about it.

 

The author tried to limit the learned lessons from the decentralization in Iraq, hence the importance of this study after 2003 as it became a popular demand to redistribution of power; thus, RCD is concerned with such a study so it take the efforts to publish this study and make it available to the interested persons.
