During a session hosted by the Al-Rafidain Center for Dialogue (RCD) regarding Iraq’s water security, Dr. Torhan Al-Mufti, Advisor to the Prime Minister for Water Affairs, shared a striking perspective on the nature of international relations.

"All relations between states are founded on the principle of mistrust. There is no relationship between any two nations based on absolute goodwill. It is precisely for this reason that countries conclude treaties known as 'Good Neighborly Agreements.'"
