Ramadan Evening Session Focuses on Accountability and Justice Commission

Mr. al-Bidairi began by speaking about the mechanisms of the Commission's formation and the legal foundations upon which it operates. He then recounted the early beginnings of the Commission's work and the political, legal, and societal problems that accompanied its functions, especially acknowledging the errors that marked that period. He clarified the importance of working within the framework of transitional justice, pointing out that the Commission has operated under difficult and exceptional circumstances since the political change in 2003 until 2012, a time when a segment of the political spectrum held a complicated position regarding its work.
He noted that although the Commission operates in accordance with the law, it manages a highly political file. At the same time, another law of no less importance is the Law Prohibiting the Ba'ath Party (No. 32 of 2016). Mr. al-Bidairi stated that the Commission continues to face several challenges, most prominently the country's political situation, which is dominated by consensus-building and frequent political interventions. He also noted that there are political calls from some parties to dissolve the Commission at a time when the country faces external waves promoting the Ba'ath Party's return—an issue often subject to political exploitation. He lamented the persistent absence of a clear political vision in addressing the problems of accountability and justice in the post-2003 era.
This seminar is part of the annual Ramadan evenings hosted by Al-Rafidain Center for Dialogue (RCD), aligning with its scientific and research activities and its commitment to discussing the most prominent political, economic, social, and cultural issues concerning the country.
