As part of its Ramadan program, Al-Rafidain Center for Dialogue (RCD) held a dialogue session at its Sérgio Vieira de Mello Hall featuring Mr. Mahmoud al-Tamimi, Head of the Federal Public Service Council. The session, titled "The Federal Public Service Council: Between Constitutional Powers and Political Bureaucracy," was moderated by media personality Mohammed al-Momen and attended by a large number of public affairs stakeholders. Mr. al-Tamimi discussed the general frameworks of the Council's work from a legal perspective, stating that its operations are governed by legal regulations and principles, specifically those stipulated in the current Iraqi Constitution and Law No. 4 of 2009.

Mr. al-Tamimi emphasized that despite its legal seniority, the Council was not activated until late 2019 and only became fully operational in 2022, driven by increased demands to resolve the issue of public appointments. He noted that the Food Security Law mandated the Council to appoint top graduates and holders of higher degrees.

He added that the Council has implemented an electronic system known as the "code system," which helps curb the phenomenon of forgery. The activation of this system was supported by conducting workshops and providing university laboratories with a bank of randomized questions for applicants. Mr. al-Tamimi also mentioned that the Council has its own training and development institute, whose work is intended to be regulated by law.

This seminar is part of the annual Ramadan evenings hosted by Al-Rafidain Center for Dialogue (RCD), aligning with its scientific and research activities and its mission to discuss the most significant political, economic, social, and cultural issues concerning the Iraqi state.
