Al-Rafidain Center for Dialogue (RCD) hosted His Excellency Khalid Shwani, the Minister of Justice, in a dialogue seminar titled, "The Ministry of Justice: Changing Roles and Compounding Responsibilities." The event was held at the Center's Sérgio Vieira de Mello Hall in Najaf, drawing an academic, social, and media audience, and was moderated by media personality Dr. Raji Naseer.

The Minister addressed several key files, beginning with the tasks of the Ministry of Justice and its technical and legal relationship with other institutions such as the Supreme Judicial Council, the Judicial Institute, and the State Council. The Minister noted that while these bodies were once part of the Ministry, they became fully independent after the fall of the former regime. He emphasized that the Ministry of Justice now functions as an executive authority that implements the rulings issued by the Supreme Judicial Council.

The Minister also covered the most significant challenges facing the ministry, foremost among them being financial and administrative corruption within its departments and across Iraqi state institutions. He also cited the lack of what he termed a "sound administrative method" prior to his tenure, in addition to other challenges such as the multiplicity of the ministry's duties and their overlap with other institutions.

The Minister then transitioned to the tasks of the Iraqi Reform Directorate and its duties in managing Iraq's prisons. He explained that this file presents many challenges, chief among them the high number of inmates in Iraqi prisons. He discussed the complexities of handling the sentences issued against some, especially ISIS prisoners who have received the death penalty. Furthermore, he addressed the prominent challenge of the infiltration of drugs into Iraqi prisons.

This seminar is part of the annual Ramadan evenings hosted by Al-Rafidain Center for Dialogue (RCD), aligning with its scientific and research activities and its mission to discuss the most significant political, economic, social, and cultural issues concerning the Iraqi state.
