He elaborated on recent administrative changes, noting that a number of decisions had been made regarding senior positions within the Ministry. The Minister also discussed the legal impediments confronting its operations, particularly the Ministry's governing law. He explained that this legislation, especially following its latest amendment in 2014, presents significant challenges. According to His Excellency, the law effectively transformed the Ministry's role from a productive one to a merely advisory capacity. This shift has adversely affected its overall functions and output. He underscored that agriculture represents a resource with potential parallel to that of oil, emphasizing the Ministry's need to amend the current law and to enact other supportive legislation, such as an agricultural investment law.

Furthermore, the Minister highlighted other difficulties impeding the Ministry's work, including the agricultural plan for the current year. He also addressed the issue of transferring the ownership of agricultural investment lands from the Ministry of Finance to the Ministry of Agriculture, a necessary step to facilitate and support the agricultural sector. Additional problems inherited from previous ministerial terms were also identified. The Minister affirmed that his Ministry is endeavoring to maintain its commitment to the quadrilateral memorandum signed between Iraq and several other nations (Jordan, Egypt, and Syria).
