Minister Bengin Rikani Discusses Housing and Reconstruction at RCD

The Minister spoke on issues related to the ministry's work, beginning with its evolving mission through the different political systems in Iraq's history, leading up to the post-2003 era. He noted that after the political change, the ministry's powers were transferred mainly to the governorates. Mr. Rikani has now headed the ministry in two different administrations: first in the government of Mr. Adil Abdul-Mahdi and the second in the current government.
He pointed to the ministry's programs during both periods and the persistent challenges it has faced, most notably corruption, political strife, the absence of the rule of law, and a lack of strategic plans for construction and housing. Furthermore, he lamented the absence of institutional work, which has made the housing crisis nearly intractable despite the passage of many years. The Minister also addressed the population explosion that occurred after 2003, during which the number of citizens increased by 100%, correspondingly increasing the demand for housing. He also touched on other problems facing the ministry, such as the urgent need to construct roads and transportation infrastructure to alleviate traffic congestion, especially in the capital, Baghdad.
This seminar is part of the annual Ramadan evenings hosted by Al-Rafidain Center for Dialogue (RCD), aligning with its scientific and research activities and its mission to discuss the most significant political, economic, social, and cultural issues concerning the Iraqi state.
