The Research and Development Department at Al-Rafidain Center for Dialogue (RCD) has successfully completed the translation and publication of a seminal new work entitled The Federal System in Iraq: Origins, Performance, and Significance. Authored by Dr. Farah Shakir, a scholar in Law and International Relations at the University of Kent, United Kingdom, the volume comprises seven chapters that rigorously elucidate the concept of federalism and its praxis, employing a comparative methodology to examine the Iraqi case study.

The book provides a comprehensive historical analysis of the legacies of the Ottoman and Royal eras, investigating the factors that contributed to the systemic failure to accommodate the inherent diversity of Iraqi society. Furthermore, the text offers an in-depth explication of the imperatives that drove the state’s historical reliance on centralized governance, while tracing the formal constitution and evolution of the federal state in Iraq subsequent to 2003.

Translated into Arabic by Ali Al-Haris, this publication represents the latest installment in an ongoing series of scholarly studies and research initiatives. It underscores the steadfast commitment of Al-Rafidain Center for Dialogue (RCD) to the publication and dissemination of intellectual works across a broad spectrum of scientific disciplines and specializations.
