Al-Rafidain Center for Dialogue (RCD) has announced the release of its latest legal publication, "A Concise Guide to State Succession". Authored by Dr. Abu Talib Hashim Ahmed, the book provides a rigorous legal analysis grounded in the provisions of international agreements and treaties. This work is a significant addition to the legal library, offering clarity on complex issues of international law and the shifting nature of statehood.

The book systematically explores the terminology and legal theories that govern how states inherit rights and obligations. Key areas of focus include:

·        Definitions & Jurisprudence: Clarifying the legal distinctions between succession, subrogation, and inheritance, supported by diverse jurisprudential perspectives.

·        Total vs. Partial Succession: An analysis of various scenarios where a state’s legal personality changes, whether through total absorption or partial territorial shifts.

·        Sovereignty Theories: A deep dive into the theories of universal succession and absolute state sovereignty, including the conditions required for their regulation.

A crucial portion of the study is dedicated to the human and territorial dimensions of state transitions:

·        Transfer of Sovereignty: Examining how legal authority transitions to a specific territory.

·        The Principle of Self-Determination: Evaluating the positions and rights of the local population during a succession process in light of international law.
