Al-Rafidain Center for Dialogue (RCD) has recently released a significant addition to its academic library entitled New Visions for Managing the Oil Extraction Industry in Iraq (2003–2022). Authored by Prof. Dr. Jawad Kadhim Lafta Al-Kaabi, a distinguished professor at the University of Basra with deep expertise in management theory and oil economics, the book offers a rigorous strategic framework for the future of Iraq’s most vital resource.

Dr. Al-Kaabi’s research is grounded in a critical historical premise: the management systems governing Iraq’s oil resources from the 1920s to the present have fundamentally distorted the national economy. The author argues that a combination of institutional mismanagement and systemic corruption has hindered the transformative potential of oil wealth.

The volume is organized into four comprehensive chapters, each analyzing a distinct facet of the industry:

·        Institutional Comparison – A critical analysis of the various institutional systems used to manage Iraqi oil, comparing their effectiveness and structural weaknesses.

·        Government Curriculum – An evaluation of governmental management programs and their practical application within the sector.

·        Legal & Federal Frameworks – A detailed review of the legal regulations governing extraction and the status of federal oil and gas projects.

·        Licensing & Governance – A deep dive into the operations of the Iraq National Oil Company (INOC), the impact of Federal Supreme Court decisions, and the complex management of costs within technical service/licensing contracts.
