Al-Rafidain Center for Dialogue (RCD) has announced the publication of a new book titled Terrorism and the International Political System. Authored by Dr. Khaled Mohammed Taher Shubr, the book presents a future-oriented vision of global politics in the wake of the September 11, 2001 attacks.

The author positions the events of 9/11 as a definitive historical turning point. The book seeks to provide a serious analysis of the repercussions of these events on the global order, focusing specifically on the new characteristics that have emerged under the shadow of the "War on Terror."

Dr. Shubr identifies several critical shifts in the structure of international relations:

·        Erosion of Sovereignty: The book documents the decline of the concept of "National Sovereignty" in favor of great powers that dominate international decision-making, particularly through the UN Security Council.

·        Rise of Non-State Actors: The study highlights the ascent of non-state actors on the international stage, a group that now includes individuals, transnational corporations, and non-governmental organizations (NGOs).

U.S. Unilateralism: A significant portion of the analysis is dedicated to the transformation of the United States towards military unilateralism and the adoption of the doctrine of "preemptive war."
