The accord stipulates the strengthening of cooperative ties across research, academic, cultural, and developmental fields, including the facilitation of reciprocal visits by specialists from both institutions. A significant emphasis is placed on supporting endeavors to combat terrorism, extremism, and financial corruption. Additionally, the agreement seeks to promote a culture founded on the rule of law through the execution of pertinent scholarly studies.

The memorandum of joint cooperation was formally signed by Dr. Hassan Latif Al-Zubaidi, Director of Al-Rafidain Center for Dialogue (RCD), and Dr. Hussein Ragheb Al-Hussein. Dr. Al-Hussein serves as the Chairman of the National Commission for the Revival of the Heritage of the Scholar Sayyid Muhsin al-Amin, a member of the Syrian Parliament, and the Chairman of the Syrian-Iraqi Friendship Committee. The signing ceremony, which marks the commencement of the implementation of the agreed-upon initiatives, was held at the headquarters of Al-Rafidain Center in the sacred city of Najaf.
