Reconstruction, Reform and Reconciliation: a New Social Contract” is the Title of the Sixth Session of RCD Forum 2019
The sixth session of RCD Forum 2019 – Baghdad has stressed the importance of reconciliation in achieving development, reform and reconstruction, which, in turn, encourages the world to help in the reconstruction process, perhaps among the most significant examples of reconciliation is the cohesion of Iraqi people in defeating ISIS threat, and working together to shelter IDPs and embrace fleeing. The Chairman of Eradaa Movement, Dr. Hanan Al-Fatlawi, has found that the real reconciliation comes through reconstruction, reform and providing services to citizens. Furthermore, Al-Fatlawi has confirmed that the local government is the real key to achieve that.
Linda Robinson, researcher at the US Rand Corporation, has stressed the necessity to implement development activities continuously, as the delay in any of them would affect the other, and vice versa. In his turn, the Spain Ambassador to Iraq Hansi Escobar has praised the Iraqi democracy, considering it one of the most important democracies in the region, emphasizing that Baghdad returns – now – to be a normal city. However, he has pointed out to the huge deficit at the housing level. From his side, Mr. Bangen Rekani, the Iraqi Minister of Construction, Housing and Municipalities, sees that the population growth rate in Iraq is the highest in the world. He also said that the housing crisis is mainly because the lack of distribution plots of lands or built housing units by the State since a long time, due to the inability to provide them with services.
