“The Government Program between Challenges and Achievements” is the Title of the Seventh Session of RCD Forum 2019
The seventh session of RCD Forum 2019 – Baghdad, entitled “The Government Program between Challenges and Achievements”, has appreciated the fact that Iraq had not entered into bloc politics, and valued his positive role in the region, in addition to its credibility and balanced relations with its neighbors. Jon Wilks, the British Ambassador to Iraq, has emphasized that Iraq is able to be a strong state in the region, and within the next ten years, Iraq situation will be better, and nothing is impossible.
Dr. Harith Hasan, researcher at Carnegie Institution, has called for a change in the State’s plans and practices to contain the public anger and overcome the current crisis. He also found that the bloated public sector would decrease the efficiency of the State, and then added that the only hope for Iraq is the effective management of the dwindling resources.
While Dr. Laith Kubba, Advisor to the Prime Minister, has pointed out that the government program is an excellent technical program that has a distinction between wishes and expectations. He also said that Iraq needed to employ its international relations for the application of this program. He also stressed the attempts to transform the economy from a rentier to a diversified economy. Dr. Kubba has called for the necessity to make the program a political one, adding that rectifying the situation needs a social reform.
From his side, the researcher at Washington Institute Mike Knights has called for vigilance against the birth of a second ISIS, saying that transition to violence or insurgency is very easy. He also found that conditions in Iraq are getting better; however, he sees a necessity to address the phenomenon of the proliferation of weapons on street, which he found unprecedented.
