“Rule of Law and Governance in Iraq: Application and Prospect of Reinforcement” is the Fifth Session of RCD Forum 2019
The fifth session of RCD Forum 2019 – Baghdad has addressed the most important principles of governance in Iraq, stressing the necessity to start establishing a system to fight corruption through adopting some legislations guaranteeing to reduce its prevalence, saying that the most important thing is a real intention to fight it, not just legal provisions. It has also drew the attendees’ attention to the importance of a legal environment that helps presenting cases, that involve issues of corruption, to the competent authorities, and providing the necessary protection to those who expose them.
Furthermore, the session has called for staying away from quota, as it one of the reasons behind the breakdown of institution values in Iraq, and its application on some public inspectors had caused tremendous chaos. Moreover, the interlocutors have stressed the necessity to enable staff members in ministries to exercise their duties and responsibilities in accordance with the right course and not to bind them through consolidating quota mechanism. In addition, they have emphasized the call for closing the case of some employees working by proxy, inviting to work for the activation of the Federal Service Council law related to the selection of staff member according to the need and accuracy.
