The third session of RCD Forum 2019 – Baghdad, with the participation of Mr. Muhamed Al-Halbousi, the Speaker of Iraqi Parliament, has included some arguments that consolidate the role of parliament and enable it to practice its responsibilities in accordance with national benefit. Al-Halbousi has emphasized the orientation of the parliament towards legislating qualitative laws, in this phase, that touch citizens’ life directly, saying that the council is working to accelerate the legislation of the Federal Service Council law, stressing that there was no intent by the political powers to prevent the legislation of this law.
 
Furthermore, Al-Halbousi has called for closing the issue of work by proxy, especially for oversight institutions, and giving them a free hand to fight corruption, saying that the abuse of oversight reflects negatively on society, stressing the need to a clear context and framework to solve the work of these institutions.
 
On the other hand, the Speaker of Parliament Council has demonstrated that the council is posing the question to the Commander in Chief to identify his opinion about the presence of foreign forces, underscoring Iraq’s need to the efforts of the international community, saying that: “the countries of the world should stand by Iraq in stabilizing its security situation.” Simultaneously, he called for enabling the security institutions to maintain the victory achievements.
