Within the leaders' meetings for the events of the RCD Forum 2019 - Baghdad, a meeting was held with Al-Sheikh Qais Al-Khazali, the Secretary-General of the Asaib Ahl Al-Haq Movement. This meeting dealt with the most important points that the political process has gone through since the fall of the previous regime. Al-Khazali reviewed that by dividing the timeline into three main phases. The first one took place from the year 2003 until 2014, while the second one was from 2014 until 2018, and the last one began in 2019.

Al-Khazali believes that the US was not only responsible for the change in the previous regime, but also it targeted the country in 2003. Also, he considers the necessity of dealing with the foreign military presence but accordingly to the laws, with the necessity to refer to the executive authorities to determine the extent of their need for the presence of these forces, adding that the military threat of ISIS has disappeared, but the security threat still exists. Likewise, Al-Sheikh Al-Khazali believes that the situation in Iraq is strongly related to the situation in Syria.

In a related aspect, Sheikh Al-Khazali emphasized the absence of “Gun Chaos", otherwise it would not have been possible to hold such international event here. Regarding the PMF; Al-Khazali explained that the existed fear is not from it, but rather from its political role, adding that the presence of the religious authority is a guarantee that this institution will not turn into what others expect of it. In the conclusion of his speech, he called on the elites to review the suitability of the parliamentary system for Iraqi society.
