Among the events of RCD 2019 – Baghdad, the higher education reform workshop has been held to addressing the most important foundations that should be followed in order to advance the reality of this significant issue. The attendees have pointed out to the lack of coordination between Ministry of Education and Ministry of Higher Education, inviting for convening National Education Coordination Council by the two ministries.

In addition, the workshop has invited the Ministry of Higher Education to adopt a scientific strategy as a scientific guide to all universities, and to review the curriculum to keep up with the scientific progress made.

On the other hand, the workshop has advocated for reviewing the licenses granted by the ministries to the private colleges and universities, and the necessity to control their work and evaluate their outputs in a scientific way. It also invited for requiring them to twin with a foreign reputable universities and to have special staffing requirements, as well as to provide solid scientific laboratories, while private universities should have qualitative addition.

Furthermore, the workshop has called for encouraging the reputable foreign universities to open branches in Iraq, inviting to add a foreign language subject to be taught seriously. It also called for focusing on teaching in foreign languages for all disciplines, stressing the necessity to qualify students to use computer as a necessary tool for learning and working.
