Among the events of RCD Forum 2019 – Baghdad, the specialized workshop of domestic violence has been held, entitled “Legislative Reform Workshop in Iraq: Anti-Domestic Violence Law and Social Protection Policy”, sponsored by “MADRE” Institution for women rights.

The attendees have discussed the anti-domestic violence law, which the Iraqi parliament is seeking to legislate. They also stressed the necessity to legislate it, as it has a great importance in reducing the domestic violence, especially that there is a legislative support to this in the Article (29) of constitution, inviting to include this law and discuss the potential of Non-Governmental Organizations NGOsto establish and manage centers to shelter the victims of violence.

In return, and in case of introducing a legislation that give guarantees to NOGs to establish and manage these centers, strict controls should be established to open these centers, so that they can be effective, active and specialized in a way that prevents those unqualified to establish or manage them.

On the other hand, the experts have called for openness to NGOs, in addition to providing them with the legislative support, as they are not useful within the routine frameworks adopted by state services. They also invited for holding sessions to listen to their opinions in drafting this law, in addition to the necessity for these centers to be protected and monitored by the security state services.
