Kuwait Conference and the lack of confidence among Iraqi parties: the number of the Iraqi delegation participated in Kuwait conference is a clear evidence to the lack of confidence among Iraqi parties. Also, some emphasized that the number of participants is exaggerated and it has left a bad impression on the host country. It also sent a powerful signal of the corruption in Iraq, and the lack of unity in the Iraqi decision and partnership of all political blocs in the investment decisions, and the exclusion of the specialists’ opinions, which is impermissible in the leadership and administrative philosophy in terms of the multiplicity of the decision makers or the exercise of leadership.

Postponing the elections is a political suicide: The demands of political blocs and some politicians to postpone the elections are due to several reasons, including: the blocs fear of being unelected by their audiences, the wide public frustration towards those blocs and their inability to face the audience to promote their future political projects. In addition, there is an external prodding to bury democracy in Iraq, a fear of audience reluctance to participate in the elections, and some officials fear of losing their positions and privileges that they are having now.

The budget and the bottleneck: most of the world’s states use the budget as a mean to achieve strategic goals planned for years, each year is a complement of the previous one, integrated with what is planned for the future. This way, the sustainable development is settled and the budget plays a significant role in changing the country towards the best. Unfortunately, this does not exist in Iraq, where the budget is like a ball that does not settle, while everybody wants to move it according to his or her interest. Here, the budget gets out of its administrative frame and is molded according to several views that lack professionalism.

Many ideas and perspectives were presented during the week, including some views about democracy describing it as a “political mirage”, and that Iraq is a victim of that mirage.
